This will pretty much reduce your range. 70mph will reduce range, as will using ACC, as you no longer gain any benefit from regenerative braking (or going downhill). Also Eco mode works best on urban driving, when you are accelerating and decelerating. Eco+ mode will restrict you to 53mph to conserve battery.
Key figure to look at is the AEC figure, see Power Assistant.
You will need a figure below 25 to get that 191 mile range.

In the colder weather recently and having the heating on, my AEC figure has been in the 33 area, so my range has dropped to 122 with a 100% charge.
If you set the max to 80% then you will see a reduced range. The predicted range is based on your previous driving experience
I would suggest charging to 100%, use the vehicle down to 20%, and then recharge back to 100% and see if that makes a difference.
If it doesn't then there
may be a software issue.
The 80% battery recommendation is not needed on the ORA. Ora have built in the necessary capacity buffers so you can charge to 100% without worrying about the impact this has on the battery life.
